The reconstruction of the Administrative City in the city center is guided by a forward-looking vision which is stated as follows:<\/p>\n
Une Cit\u00e9 administrative au coeur du centre-ville fier de ses raciness et tourn\u00e9 vers l\u2019Avenir, une m\u00e9tropole vibrante et inclusive, si\u00e8ge premier des grandes institutions de l\u2019\u00c9tat, qui reprend sa place dans l\u2019\u00e9conomie du pays et dans la r\u00e9gion <\/strong>carib\u00e9enne<\/strong>.<\/p>\n Afin d\u2019assurer l\u2019int\u00e9gration harmonieuse des futurs \u00e9difices entre eux et dans l\u2019environnement imm\u00e9diat du centre-ville et en raison des multiples contraintes qui touchent cette partie de la Capitale, des lignes directrices d\u2019am\u00e9nagement ont \u00e9t\u00e9 \u00e9labor\u00e9es et \u00ab\u00a0font partie int\u00e9grante des instructions remises aux entreprises d\u00e9sirant offrir leurs services pour la r\u00e9alisation des divers lots de conception et de construction soumis \u00e0 des appels d\u2019offre \u00bb.<\/p>\n C\u2019est dans cette optique que suite \u00e0 un processus d\u2019appel d\u2019Offre lanc\u00e9 le 24 mars 2016, le GROUPE TRAME fut mandat\u00e9 pour les prestations de service d\u2019\u00c9tudes Architecturales et Techniques pour l\u2019ex\u00e9cution des travaux de construction du b\u00e2timent de la Commission Nationale de Passation des March\u00e9s Publics (CNMP).<\/p>\n<\/div> The CNMP building will be built at the corner of rue de l\u2019Enterrement and the eastern extension of rue d\u2019Ennery.<\/p>\n It is a pentagonal building with a span of approximately 40 meters and rising over five levels to a height of 20 meters above ground, above the pavement of Rue de l\u2019Enterrement, the main access route to the site. It also has an underground service and parking area that occupies the entire surface area of \u200b\u200bthe site, which is approximately 2,000 square meters.<\/p>\n<\/div><\/div><\/div><\/div><\/div> Le style architectural retenu se rapproche de la mouvance \u00ab\u00a0techno-architecture\u00a0\u00bb avec la pr\u00e9dominance du verre et du m\u00e9tal, la transparence de l\u2019enveloppe ext\u00e9rieure, et surtout une mise en sc\u00e8ne d\u2019\u00e9l\u00e9ments structurels expos\u00e9s de mani\u00e8re ostentatoire, accentuant son c\u00f4t\u00e9 singulier, en rupture avec les formes traditionnelles.<\/p>\n <\/p>\n Le site est \u00e9galement accessible par la rue d\u2019Ennery. \u00a0Sur la cour arri\u00e8re on retrouve 11 places de parking suppl\u00e9mentaires dont 2 pour les personnes \u00e0 mobilit\u00e9 r\u00e9duite.\u00a0 Les quartiers du gardien sont \u00e9galement log\u00e9s \u00e0 ce niveau, juste \u00e0 c\u00f4t\u00e9 de l\u2019escalier de service.<\/p>\n <\/p>\n From the outside, what strikes you at first glance is the peripheral colonnade made of structural steel tubes, inclined outwards, reminiscent of an exoskeleton which responds to the desire to place the metal structure and the technical components at the center of the building concept.<\/p>\n <\/p>\n The interior architecture is treated in such a way as to constantly manifest the higher intention of transparency, lightness and glorification of the load-bearing elements.<\/p>\n All the walls and doors opening onto the atrium are glazed, while the other partitions delimiting the offices are made of gypsum panels (Sheetrock).<\/p>\n Visitors walking through the building's premises can enjoy the spectacle of a star-shaped beam supporting each floor. This supporting structure of the floors is left exposed at the level of the central drum and remains visible through false ceilings with large meshes above the offices.<\/p>\n <\/p>\n At the center of the building, a cylindrical tower made of reinforced concrete houses the main staircase and elevator. From the top of the latter, which protrudes slightly above the roof slab, stiffening cables radiate to the top of the facade columns.<\/p>\n The roof is treated as an accessible terrace to accommodate the solar panels necessary for the building's energy autonomy.<\/p>\n <\/p>\n La tour centrale form\u00e9e par la cage d\u2019escalier et l\u2019ascenseur au c\u0153ur de l\u2019atrium prend l\u2019allure d\u2019un tambour monumental d\u2019o\u00f9 rayonnent passerelles et poutres maitresses qui traversent le vide pour aller soutenir les dalles de plancher environnantes.
